Green Algae Garden is in the top right corner of the Sea of Truth area.

The Diving Oxygen Cap can be increased by 50% through Logbook > Vital Skills > Adventuring Ability > Diving Expertise I.

At Sea of Truth, go to the locations by opening the mini map (circle in top right corner), type the coordinates into the 2 rectangles at the top right corner and press “Go”.
